Woman fined over Shawell fly-tip after she used unlicensed waste carrier

A FINE of £300 has been handed to the owner of a pile of rubbish dumped in a country lane in Shawell.

A woman from Kettering has been fined £300 after a large pile of construction waste in Gibbet Lane was reported to Harborough District Council by a worker at the nearby landfill site.

The woman had paid an unlicensed waste carrier to dispose of the waste.

She admitted failing to take all reasonable measures available to secure her waste, by letting someone else dispose of the rubbish without checking they were correctly registered to do so.




She was issued a fixed penalty notice after admitting to the offence under the Environmental Protection Act.

It is the fifth fine to be issued in four months as part of Harborough District Council’s Tip Off campaign aimed at reducing fly-tipping across the district.


The council’s environmental health spokesman Coun Jonathan Bateman said: “This fine should be a warning to anyone who is tempted to use unlicensed waste carriers, as enforcement action will follow.

“Householders are legally responsible for any household waste produced on their property. They have a duty of care to check that any person or business disposing of their waste is legally allowed to do so.

“Our environmental crime team works hard to take action against people that dump rubbish illegally and we ask people to report anything suspicious that they see.”
